Abstract

The Charlotte-Mecklenburg Charter Commission was created in 1969 after the North Carolina General Assembly approved its legislation. There were 18 members who reviewed studies, public hearings, and reports on a variety of subjects submitted by the community. In 1971, the Commission proposed a consolidation of governments for the City of Charlotte and the five towns in Mecklenburg County. Ultimately, the voters rejected the proposal, which later led to two separate documents being created: "Responsible, Responsive Government" and "The Proposed Charter for the Consolidated Government of Charlotte and Mecklenburg County."
